Donovan Williams

A social planner by profession, with a Master’s degree in National Development and Project Planning and a Bachelor’s degree in Social Sciences (Social Planning emphasis) both from the University of Bradford in the United Kingdom.

Since joining the Public Service in 1991 as a Social Planning Officer, Mr. Williams has held numerous senior positions in various Government Ministries, including:

  • Deputy Director of the Development Corporation & Programme Planning Section of the Ministry of Finance & Planning
  • Executive Director of the Poverty Reduction Fund
  • Deputy Permanent Secretary of the Ministry of Social Transformation and Culture
  • National Authorising Officer of the European Union funded Economic Development Fund Programme
  • Permanent Secretary of the Ministry of Economic Affairs
  • Permanent Secretary of the Ministry of Social Transformation, Youth and Sports, up until June 15, 2012
  • Permanent Secretary of the Ministry of Tourism, Heritage and Creative Industries until 2016
  • Currently holds the position of Permanent Secretary of the Ministry of Equity, Social Justice, Empowerment, Youth Development, Sports, Culture and Local Government

He has served as Board member for a number of agencies, including National Skills Development Centre (NSDC), BELFUND, Poverty Reduction Fund (now the Saint Lucia Social Development Fund – SSDF), National Community Foundation (NCF), and the Solid Waste Management Authority.  He is currently a Chairman of the Board of Directors for the Events Company of Saint Lucia Inc.

As the Permanent Secretary of the Ministry of Equity, Social Justice, Empowerment, Youth Development, Sports, Culture and Local Government, Mr. Williams has the responsibility to oversee and provide direction and guidance for policy and programme formulation and implementation for the three (3) major departments which forms the cluster ministry.
